How the heights of the base and top of the icing derived

Once the icing potential is calculated for each RUC column, the base 
and top of the icing layer are determined by simply finding the height 
of the lowest and highest grid points which have icing indicated.

Using the SLD potential field for each RUC column, the same technique
is applied to find the base and top of the SLD layer.
